tior.s of NRC requirenents were identified. In accordance with the "General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, AppendixC(1988),theviolationsarelistedbelow: -

A. Technical Specification 6.8.1.a requires that written procedures be l established, implemented, and maintained as recomended in Appendix A of  ;

Regulatory Guide 1.33, Revision 2, February 1978. j Appendix A of Regulatory Guide 1.33, Revision 2. February 1978, recomends f procedures for startup, operation, and shutdown of safety-related systems.  ;

Unit 1 system operating procedure 3450-E21-001-15. "Core Spray System,"  !

Section 7.4.3, provides written ir.structions for filling the suppression pool from the condensate storage tank and states in part that suppression pool level must be maintained between 146 inches and 150 inches. .

I Contrary to the above, plant personnel failed to follow written procedures  !

in that while adding water to the suppression pool on September 27, 1988, l per Unit 1 procedure 3450 E21-001-IS, personnel allowed the suppression t pool water level to reach approximately 152 inches. Suppression pool  !

water level was restored to within the bord specified by the procedure within approximately ten minutes. At th.* time of this event, Unit I was  !

in tne RUN mode at approximately 55 percent of rated power and was in the  ;

process of reducing power for the upcoming refueling cutage.

i This is a Severity Level IV Violation (Supplement I).

B. Technical Specification 6.8.1.c requires that written procedures be I established, implemented, and maintained for surveillance and test  !

activities of safety-related equipment, j

Surveillance procedure 42SV-TET-001-15, "Primary Containment Periodic  !

Type B and C Leakage Tests," provides written instructions for performing a Type C Local Leak Rate Test (LLRT) on valve 1E21-F005B of the Core Spray

System.

Contrary to the above, plant personnel failed to follow written procedures I i in that on October 5, 1988, personnel attempting to perform a LLRT on core  !

spray system valve lE21-F005B in accordance with procedure 42SV-TET-001-15 (

incorrectly connected the test apparatus to the "A" Loop of the core spray .

system. Upon pressurizing the test volume, nitrogen was .ntroduced into the non-isolated "A" Loop of the system and ultimately e ited the system through the core spray sparger into the Unit 1 reactor vessel. At the time of this event, Unit I was in the REFUEL mode, and core unload was in progress. l This is a Severity Level IV Violation (Supplement I).

l Pursuant to the provisiens of 10 CFR 2.201, Georgia Power Company is hereby 4

required to submit a written statement or explanation to the Nuclear Regulatory r Comission, ATTN: Document Control Oesk, Washington, D.C. 20555, with a copy  :

to the Regional Administrator, Region II, and a copy to the NRC Residert '

4 Inspector, Hatch Nuclear Plant, within 30 days of the date of the letter transmitting this Notice. This r- ' should be clearly marked as a "Reply to a ,

, Notice of Violation" and should i .aoe for each violation: (1) admission or ,

(2) the teasons for the violation if admitted, denial of the violation, "

(3) the corrective steps which have been taken and the results achieved, (4) corrective steps whicn will be taken to avoid further violations, and  !

2 (5) the date when full compliance will be achieved. Where good cause is shown, +

considerr. tion will be given to extending the response time. If an adequate '

reply is not receivad within the time specified in this Notice, an order may be t issaed to shew cause why the license should not be modified, suspended, or i revoked or why such other action as hiay be proper .hould not be taken. ,
