Gentlemen:

SUBJECT: NOTICE OF VIOLATION

(NRC INSPECTION REPORT N05. 50-321/88-24 AND 50-366/88-24)

This refers to the Nuclear Regulatory Commission (NRC) inspections conducted

by Messrs. J. Menning and R. Musser on July 23 - August 19,1988, and by

Mr. M. Ernstes on August 22-24, 1988. The inspections included a review of

activities authorized for your Hatch facility. At the conclusion of the

inspections, the findings were discussed with those members of war staff

identified in the enclosed Inspection Report.

Areas examined during the inspections are identified in the report. Within

these areas, the inspection consisted of selective examinations of procedures

and representative records, interviews with personnel, and observation of

activities in progress.

The inspection findings indicate that certain activities violated NRC

requirements. Two violations, references to pertinent requirements, and

elements to be included in your response are presented in the enclosed Notice

of Violation. However, because all of the criteria for categorization of

licensce-identified violations were met in some instances, the remaining four

violations are not being cited. The details pertaining to these

licensee-identified violations are described in the enclosed Inspection

Report.

In accordance with Section 2.790 of the NRC's "Rules of Practice," Part 2

Title 10, Code of Federal Regulations, a copy of this letter and its enclosures

will be placed in the NRC Public Document Roem.

The responses directed by this letter and the enclosures are not subject to the

clearance procedures of the Office of Management and Budget issued under the

Paperwork Reduction Act of 1980, Pub. L. No.96-511.
