ENCLOSURE 1 NOTICE OF VIOLATION Georgia Power Company Docket No. 50-321 Hatch Unit 1 License'No. OPR-57 During the NRC inspection conducted on January 23 -

February 19, 1988, violations of NRC requirements were identified. The violations were for bypassing of Average Power Range Monitor (APRM) Downscale. scram inputs and inadequate instructions for vacuum breaker maintenance. In accordance with the "General Statement of Policy and Procedure for NRC Enforcement Action," 10 CFR Part 2, Appendix C (1986), the violations are listed below:

A. Table 3.1-1 of the Technical Specifications requires a minimum of two operable channel inputs per Reactor Protection System (RPS) channel for the APRM Dow9 scale scram function during power operations. If the minimum number of operable inputs cannot be met for an RPS channel, the affected RPS channel must be tripped.

Contrary to the above, on February 9,1988, Unit I was operating at 100 percent of rated power with only one APRM channel available to provide APRM Downscale scram input to RPS channel A, and the RPS channel was untripped. APRM channels A and C had been bypassed and only channel E remained available for the Downscale scram input. Although it could not

.be conclusively determined how long this condition existed, discussions with operations personnel revealed that it had existed for at least several hours.

This is a Severity Level IV violation (Supplement I).

B. Technical Specification 6.8.1.a requires the licensee to establish, implement and maintain written precedures covering the applicable activities in Appendix A of Regulatory Guide 1,33, Revision 2, February 1978. Appendix A of Regulatory Guide 1.33 recommends that mtintenance that can affect the performance of safety-related equipment be properly preplanned and performed in accordance with written procedures, documented instructions, or drawings appropriate to the circumstances.

Contrary to the above, in October of 1987, the instructions of MWO 1-86-7823 for the rewiring of vacuum breaker test solenoid valves IT48-342C, E, and F were inadequate and resulted in incorrect wording of the test circuitry. +- Hatch Unit 1 License No. DPR-57 November and December in 1987. The incorrect wiring'of the test solenoid valves did not impair the ability of the torus to drywell vacuum breakers to function in the normal, self-actuated mode.

This is a Severity Level IV violation (Supplement I).

Pursuant to 10 CFR 2.201, Georgia Power Company is hereby required to submit to this Office within 30 days of the date of the letter transmitting this Notice a written statement or explanation in reply including: (1) admission or denial of the violation; (2) the reasons for the violation, if admitted; (3) the corrective steps which have been taken and the results achieved; (4) corrective steps which will be taken to avoid further violations; and (5) the date when full compliance will be achieved. Where good cause is shown, consideration will be given to extending the response time.
