Dear Mr. Parr:

As was indicated in Reference (a), Commonwealth Edison ,

is aware of the recent Commission activities related to ATWS in- l cluding NUREG-0460, Supplement 3. Commonwealth Edison shall '

implement a recirculation pump trip for ATWS as described in NUREG-0460, Supplement 3 5 2.3, Table 1, Note 1. It is also acknowledged that there is the potential for other plant modifica-tions on the LaSalle County units in the event an ATWS rule is issued. '

l Furthermore, in response to the directive contained in Reference (b), Commonwealth Edison has developed a procedure which specifically addresses " Transients With Failure to Scram."

An uncontrolled copy of that procedure is attached for your in-formation. This procedure was discussed with Mr. A. Bournia of your staff at the meeting of October 11, 1979 in your offices.
