Gentlemen:

SUBJECT: REPORT NO. 50-302/85-12

On March 25-29, 1985, NRC inspected activities authorized by NRC Operating

License No. DPR-72 for your Crystal River facility. At the conclusion of the

inspection, the findings were discussed with those members of your staff

identified in the enclosed inspection report.

Areas examined during the inspection are identified in the report. Within these

areas, the inspection consisted of selective examinations of procedures and

representative records, interviews with personnel, and observation of activities

in progress.

The inspection findings indicate that certain activities violated NRC require-

ments. The violations, references to pertinent requirements, and elements to be

included in your response are presented in the enclosed Notice of Violation.

Your attention is invited to the discussion of a Florida Power Corporation letter

dated February 26, 1985, from Mr. G. R. Westafer of your staff to Mr. Harold R.

Denton of NRC. The letter stated Crystal River's interpretation and planned

method of implementing 10 CFR 20.203(f) for labeling containers of radioactive

material. As stated in the exit on March 29, 1985, your planned method of

implementing 10 CFR 20.203(f) does not appear to be in accordance with

10 CFR 20.203(f).

The responses directed by this letter and the enclosures are not subject to the

clearance procedures of the Office of Management and Budget issued under the

Paperwork Reduction Act of 1980, PL 96-511.
