It is unfortunate that you did not ask us about the concerns expressed in your letter to the chairman of tha tRC and the Covernor of Massachusetts.

, While you are probably already aware of the following facts, 'they are C worth repeating here. '

With respect to the indictment of Mr. Sames Padavano, a former welding y; inspector employed by a sub-contractor at the rite, you should be aware that the t federal charges of falsifying weld examination reports were the direct ruult of g Seabrook's quality assurance program. program in place at Seabrook detected incensistencies in reports filed by Mr. -

< had been associated, some 2,400 items, to assure that Mr. Padavano's actions hd would not ca:: promise the safe and reliable operation of the Seatrook Station. As a

'* .5 result of that program, any and all deficiencies which might have affected plant 8E safety have been resolved. In addition to the actions and re-examinations taken by w- the Scabrook Station monarpnent,the IRC performed an indeperJent examination which

,9g resulted in a ecnfir:natory statement that all areas inspected met licensing com-

.. mitments and regulatory requirements. ,

'O q However, falsifying this type of record is a federal offense,. Seabrook N

  • project personnel cooperated fully with tha investigations both of the tEC Office of Investigations and the subsequent crininal investigation carried -

out by the Federal Bureau of Investigation. In addition, Seabrook's coun-sol responsible for IEC matters wrked closoly with the United States Attorney's office to arrange for expeditious production of all requested project documents for use in the Crand Jury proceedings which resulted in the indictment.

At the risk of oversimplification, suffice it to say that information 4 received from local officials who reviewed the 1983 draft indicated that the susser transient populations asstaned in that draft for certain areas may have j I been low. Ibrther investigation identified a higher " persons per vehicle"~  !

l r==har for the portion of the population that was at the beaches. As a result,

, the population estimate was revised upward.

  • 1 i 'Ihis had no impact upon the stamer evacuation time estimates because these j are dependent upon the number of vehicles rad their nmement in the area for
which a finite number exists based upon the conservative assumption that the
nsaber is at a capacity peak. Capacity peak assumes a vehicle in every available parking space plus an allowance for illegally parked vehicles.
