4 Q. 'WHAT IS YOUR PRESENT JOB WITH DUKE POWER COMPANY?

5 A. I am a Supervising Technician in Welding Inspection. I am the 6 supervisor of inspectors on elevations 522, 543, 560, and 577 of the 7 Auriliary Building.

8 Q. SUMMARIZE YOUR EXPERIENCE AND QUALIFICATIONS, INCLUDING 9 OTHER NON-DUKE JOBS, EDUCATION, CERTIFICATIONS , AND 10 COMPANY SPONSORED COURSES AND TRAINING.

< 11 A. I have worked in welding, fitting, rigging, and maintenance for 12 several companies , including Industrial Textile Piping, McLeod 13 Trucking and Rigging and Florida Steel. While employed at Duke, I 14 have attended the Supervisor Development Program , the New 15 Foreman Training Program, Stress Management Training, and OSHA 16 Awareness Training. I have worked for Duke Power at Catawba for 17 about 7 years (6 as an inspector).

1 Q. DESCRIBE THE CHANGES OF WHICH YOU ARE AWARE IN THE QA

3 A. I believe we now have better communication in the QA Department.

4 Q. THE WELDING INSPECTOR CONCERNS HAVE BEEN 5 CHARACTERIZED AS CONCERNS ,

ABOUT THE QUALITY AND 6 SAFETY OF CONSTRUCTION AT CATAWBA. DO YOU AGREE OR 7 DISAGREE WITH THAT CHARACTERIZATION?

8 A. I can only answer for my concerns. In my view the Catawba plant 9 is safe. I feel like we had a problem in communications among the

! 10 different groups in QA and Construction.

11 Q. DID THE EXPRESSION OF YOUR CONCERNS INDICATE YOUR 12 BELIEF THAT THERE. WAS A BREAKDOWN IN THE QA PROGRAM 13 OR INDICATE THAT THE QA PROGRAM WAS NO LONGER 14 WORKING?

15 A. I felt that there was a need for more and better communications. I 16 don't think there was ever a time when the QA Program was not 17 working. I expressed concerns to help make the program work 18 better.

19 Q. DID YOUR CONCERNS REFLECT A BELIEF ON YOUR PART THAT 20 THE CATAWBA PROJECT IS NOT BEING CONSTRUCTED SAFELY?

21 A. No.

22 Q. IN YOUR VIEW, HAS THE QA PROGRAM BEEN E'FFECTIVE WHILE 23 YOU HAVE WORKED AS AN INSPECTOR AT CATAWBA?

24 A. Yes.

25 Q. ARE YOU AWARE OF ANY DEFICIENCIES IN CONSTRUCTION OR IN 26 THE QA PROGRAM WHICH WOULD CAUSE YOU TO QUESTION 27 WHETHER CATAWBA IS SAFELY BUILT?
