AFFIDAVIT OF MELVYN N. LEACII IN SUPPORT OF NRC STAFF'S RESPONSE TO RANDALL L. HERRING'S WRITTEN PRESENTATION
!, Melvyn N. Leach, being duly sworn, do depose and say:
- 1. I am employed as the Chief, Operator Licensing Branch, in the NRC Region III Office in Lisle, Illinois, and have held that position since August 1996. My prior employment in the NRC includes two years as a licensed operator examiner and almost three years as a senior resident inspector. I have completed the NRC's training programs for examiner and inspector and I was a certified examiner on both Westinghouse and General Electric reactor types.
- 2. Prior to my employment with the NRC, I had fifteen years experience in both military and commercial nuclear power, including holding a senior reactor operator's license.
- 3. I have a Bachelor of Science degree in electrical engineering and a Master of Science degree in nuclear engineering. In addition I hold a Professional Engineer's license in the State of Minnesota.
- 4. In March 1998, I was appointed as Chairman of an appeal panel for Mr. Randall Herring's application for a reactor operator's license. In early April 1998, I contacted Mr. Garmon Clements of the licensee's staff at the Catawba facility. Mr. Garmon was a shift manager and the manager of human performance improvement at the Catawba station. I asked Mr. Garmon the licensee's expectations with respect to reference to the design basis document to determine system operability. Mr. Garmon stated that operators are trained and expected to review the design basis document to determine operability.
