I am a U.T. Inspector.

I had no job related experience or qualifications until I came with 10 Duke.

I took the GED test at Gr.ston College for my high school 11 diploma and have had no other courses or training, except for 12 departmental policies.

I am certified in Magnetic Testing (MT),

13 Penetrant Testing (PT), Ultrasonic Testing (UT).

WHAT OTHER JOB POSITIONS HAVE YOU HELD WITH DUKE POWER 15 COMPANY?

16 A.

On August 1, 1978, I hired on with the utility crew at Catawba.

17 Then on March 5,

1979, I

was transferred into the NDE 18 Department.

I started as a learner but was promoted to General 19 Clerk B on June 25, 1979.

On January 21, 1980, I was promoted to 20 a General Clerk A until February 4,19P0 when I was certified as

1 an Inspector B.

I stayed in this position until February 2,1982 g

and was promoted to my present position as an Inspector A.

ARE YOU FAMILIAR WITH WHAT IS COMMONLY REFERRED TO AS 4

THE WELDING INSPECTOR CONCERNS WHICH WERE EXPRESSED IN 5

LATE 1981/EARLY 1982?

6 A.

I am not familiar with these concerns.

7 Q.

WHAT IS YOUR UNDERSTANDING OF WHAT THESE CONCERNS 8

WERE?

9 A.

I do not know these concerns.

DID YOU EXPRESS ANY CONCERNS AS A WELDING INSPECTOR TO 11 ANY OF THE TASK FORCES OR TO DUKE POWER MANAGEMENT?

12 A.

No, I haven't discussed these concerns with a Task Force.

TO WHOM DID YOU EXPRESS YOUR CONCERNS?

14 A.

I was interviewed by a Task Force about 2 years ago but don't

The interviewer was from River Bend Steam 16 Station.

I don't recall his name, but this wasn't about the Welding 17 Inspector concerns.

DID YOU ATTEND ANY MEETINGS WITH TASK FORCE AND/OR QA 19 MANAGEMENT MEMBERS WHERE THE TASK FORCE FINDINGS,

20 CONCLUSIONS AND RECOMMENDATIONS WERE DISCUSSED?

21 A.

The only meeting with a Task Force that I had was about my job 22 and how I think that I performed it.

23 Q.

WERE THERE ANY CHANGES MADE IN THE QA PROGRAM AFTER 24 THE WELDING INSPECTOR CONCERNS AND THE TASK FORCE 25 INVESTIGATION OF THESE CONCERNS?

26 A.

The only change I noticed was a change in supervisors.

THE WELDING INSPECTOR CONCERNS HAVE BEEN 2

CHARACTERIZED AS CONCERNS ABOUT THE QUALITY AND 3

SAFETY OF CONSTRUCTION AT CATAWBA.

DO YOU AGREE OR 4

DISA' GREE WITH THAT CHARACTERIZATION?

5 A.

I am not familiar enough with the concerns to characterize them.

6 In my job as a UT inspector, I inspect welds after the visual 7

inspection has been performed.

In my opinion the quality and 8

safety of construction at Catawba were not affected by these 9

concerns.

The quality of the work that was approved by 10 inspectors has not been affected by the concerns.

11 Q.

DO YOU BELIEVE THAT~ THERE WAS A BREAKDOWN IN THE QA 12 PROGRAM OR THAT THE QA PROGRAM WAS NO LONGER WORKING 13 AT THE TIME THESE CONCERNS WERE EXPRESSED?

14 A.

I don't think that there was a breakdown in the QA Program, then L

15 or now.

DO YOU BELIEVE THAT THE CATAWBA PROJECT IS NOT BEING 17 CONSTRUCTED SAFELY?

18 A.

Yes, in my opinion, Catawba was and is being constructed safely.

IN YOUR VIEW, HAS THE QA PROGRAM BEEN EFFECTIVE WHILE i

20 YOU HAVE WORKED AS AN INSPECTOR AT CATAWBA?

21 A.

Yes, very much so.

ARE YOU AWARE OF ANY DEFICIENCIES IN CONSTRUCTION OR IN 23 THE QA PROGRAM WHICH WOULD CAUSE YOU TO QUESTION l
