7 A.
Yes.
8 Q.
WHAT IS YOUR UNDERSTANDING OF WHAT THESE CONCERNS 9
WERE?
10 A.
While I am not aware of all of the concerns, I believe they generally 11 dealt with how closely the Duke Procedures were being followed.
12 Inspectors would submit NCI's because an item was outside.the 13 precise standards or requirements of the Duke procedures.
14 Management would at times resolve the NCI's using acceptable 15 industry codes and standards and state that the item was 16 acceptable.
However, at times they did not communicate to the 17 inspectors the full story about the resolution.
This made 18 inspectors feel that they were not getting the backing of 19 management.

Q.
THE WELDING INSPECTOR CONCERNS HAVE BEEN O
2 CHARACTERIZED AS CONCERNS ABOUT THE QUALITY AND 3
. SAFETY OF CONSTRUCTION AT CATAWBA.
DO YOU AGREE OR 4
DISAGREE WITH THAT CHARACTERIZATION?
5 A.
I disagree.
There weren't any questions or doubts about the 6
quality of the plant or safety of the plant, at least not to my 7
knowledge.
8 Q.
DID THE EXPRESSION OF YOUR CONCERNS INDICATE' YOUR 9
BELIEF THAT THERE WAS A BREAKDOWN IN THE QA PROGRAM 10 OR INDICATE THAT -THE QA PROGRAM WAS NO LONGER 11 WORKING */
12 A.
No.
My main question was how they came up with a certain weld 13 length which wasn't correct.
There hasn't ever been any question 14 about a breakdown in the QA Department as far as I'm concerned.
15 Anyone can look at the quality of the plant and see that to achieve 16 this degree of quality you have to have a good strong QA Program, 17 good craftsman, and excellent design, mechanical and electrical 18 engineers.
19 Q.
DID YOUR CONCERNS REFLECT A BELIEF ON YOUR PART THAT 20 THE CATAWBA PROJECT IS NOT BEING CONSTRUCTED SAFELY?
21 A.
No.
22 Q.
IN YOUR VIEW, HAS THE QA PROGRAM BEEN EFFECTIVE WHILE 23 YOU HAVE WORKED AS AN INSPECTOR AT CATAWBA?
24 A.
Yes.
25 Q.
ARE YOU AWARE OF ANY DEFICIENCIES IN CONSTRUCTION OR IN 26 THE QA PROGRAM WHICH WOULD CAUSE YOU TO QUESTION 27 WHETHER CATAWBA IS SAFELY BUILT?
28 A.
No.

Q.
IS THERE ANYTHING ELSE YOU WOULD LIKE TO ADD TO YOUR 2
TESTIMONY 7 3
A.
I believe that the plant is safely built, that it's probably one of the 4
best if not the best built in the world.

I hereby certify that I have read and understand this document, and 9
believe it to be my true, accurate and complete testimony.
