Special Report on Inoperability of Fire Protection Equipment TheOmahaPublicPowerDistrict(0 PPD),holderofOperatingLicenseDPR-40, submits this re) ort pursuant to the requirements of Fort Calhoun Station (FCS)

Unit No. 1, Tec1nical Specification (TS) 2.19, " Fire Protection System.'

Technical Specification 2.19(7) requires that all penetration fire barriers protectingsafety-relatedareasshallbefunctional(intact). Wit'. a pnetration fire barrier non-functional, within one hour, either a conti%ous fire wau.h is to be established on at least one side of the affected wnetration, or the operability of fire detectors on at least one side of tie penetration is to be verified and an hourly fire watch patrol established. The non-functional penetration is to be restored to functional status within seven days, or a report is to be pre)ared and submitted to the Nuclear Regulatory Commission pursuant to TS 5.9.3 wit 11n an additional 30 days.

On June 15, 1992, Fire Door 1007-19, located in the fire barrier between Corridor 52andtheChemistryandRadiationProtectionBuilding,wasdamaged(a rip in the skin of the door caused by a cart) and declared inoperable. This door was repaired and returned to operability on June 24, 1992. It was inoperable for a period of approximately nine days, therefore a special report is required.

A)propriatecompensatorymeasures,asrequiredbyTS2.19(7),wereinstitutedat tie time of the impairment, and remained in place for the duration of the impairment.
