PUBLIC MEETING ON AUGUST 18, 2004, TO DISCUSS PERFORMANCE OF THE POINT BEACH NUCLEAR PLANT

Dear Mr. Koehl:

This letter refers to the public meeting conducted on August 18, 2004, in Two Creeks, Wisconsin. The purpose of the meeting was to discuss your progress in meeting the commitments made by the Nuclear Management Company (NMC), as documented in the Confirmatory Action Letter (CAL), dated April 21, 2004.

At the meeting, NMC officials stated that progress had been made on meeting the CAL commitments but that challenges exist. A brief presentation was given on the progress made in the nine focus areas in which NMC is addressing the commitments and on the lessons-learned from the recently completed NRC Safety System Design and Performance Capability inspection. Included in your presentation was a discussion of the Auxiliary Feedwater System design basis document validation project scheduled for completion in September 2004 and the recently completed site-wide training in the ACEMAN human performance improvement methodology. There was also discussion of the meeting to be held on September 2, 2004, between NRC and NMC officials to discuss the recent submittal to revise the emergency preparedness emergency action level (EAL) scheme. During the discussion of the upcoming September 2, 2004, meeting, NRC senior managers re-emphasized that because of NRC questions with the EAL submittal, it was deemed necessary to hold a public meeting before further actions are taken regarding the submittal.

Mr. Reynolds of the NRC concluded the meeting by acknowledging the information provided by you, Mr. Doug Cooper, and other NMC officials, and by acknowledging the openness and candor of the Point Beach staff, in general.

A listing of principal NMC and NRC meeting attendees and a copy of the handout provided by NMC at the meeting are enclosed as Enclosures 1 and 2, respectively, to this letter.
