Public Meeting to Discuss the Draft Supplement 23, Second Renewal, to the Generic Environmental Impact Statement for License Renewal of Nuclear Plants Regarding Point Beach Power Station, Units 1 and 2, Subsequent License Renewal Application (EPID L-2020-SLE-0002)

To discuss the preliminary findings of, and receive public comments on, the draft supplemental environmental impact statement (SEIS) regarding the proposed subsequent renewal of the operating licenses for Point Beach Subsequent License Renewal Application (SLRA).

General Details:

The U.S. Nuclear Regulatory Commission (NRC) held public meetings as part of the Point Beach SLRA environmental review. Consistent with the agenda for the meetings (Agencywide Documents Access and Management System [ADAMS] Accession No. ML21319A284), the first meeting started at 2:00 p.m. eastern standard time (EST) and the second meeting started at 6:00 p.m. EST. The first meeting ended at 4:00 p.m. EST and the second meeting ended at 8:00 p.m. EST. The meetings were facilitated by Ms. Sheila Ray, an NRC in-house facilitator, who opened each meeting with a review of meeting ground rules and an introduction of the NRC staff. Next, Mr. Robert Elliott, NRC, provided opening welcome and remarks. Ms. Phyllis Clark, NRC, then discussed the license renewal environmental review process and the preliminary results of the draft SEIS regarding the proposed subsequent renewal of the operating licenses for Point Beach Units 1 and 2. The NRC staff presentation (ADAMS Accession No. ML21335A023) emphasized that comments were welcome to improve the draft SEIS. Next, there was a question-and-answer period on the NRC staff presentations. Finally, the public provided comments on the draft SEIS.

Forty-three people (including nineteen NRC staff members) attended the 2 p.m. meeting and thirty-eight people (including twenty NRC staff members) attended the 6 p.m. meeting.

Summary of Presentation:

NextEra submitted its subsequent license renewal application for Point Beach, Units 1 and 2, on November 16, 2020. The current licenses for Units 1 and 2 expire on October 5, 2030, and March 8, 2033, respectively. As part of the environmental review, the NRC staff published the Enclosure 1

draft site-specific environmental impact statement containing preliminary results and recommendation on November 2, 2021 (ADAMS Accession No. ML21306A226).

The NRC staff addressed environmental resource areas by analyzing in detail the impacts that operation of the power plant may have on the resource area. The staff then characterized these impacts as SMALL, MODERATE, or LARGE. The following resource areas would experience SMALL impacts from subsequent license renewal: land use/visual resources, air quality/noise, geologic environment, surface water resources, groundwater resources, terrestrial resources, aquatic resources, socioeconomics, transportation, human health, and waste management and pollution. For some environmental resource areas, the characterization of impacts is defined by statutes or executive orders and not the NRCs SMALL, MODERATE and LARGE determinations. The following table provides the NRC staffs preliminary findings for those resource areas:

In addition, the NRC staff analyzed: (a) cumulative impacts (overall impacts to the environment of the continued operation of Point Beach Units 1 and 2 including past, present, and reasonably foreseeable future actions in the area) and (b) reasonable alternatives to subsequent license renewal including new nuclear (small modular reactor), natural gas combined-cycle, and combination alternative (small modular reactor, solar photovoltaic, onshore wind), and a no-action alternative.

Based on its evaluation of the environmental impacts of operating Point Beach, Units 1 and 2, for an additional 20 years, the NRC staffs preliminary recommendation is that any adverse environmental impacts of renewing the Point Beach licenses are not so great that preserving the option of license renewal for energy-planning decisionmakers would be unreasonable.

The staff noted that the closing date for submitting comments is January 3, 2022. Action Items/Next Steps:

The NRC staff will address any comments received by the January 3rd deadline that are related to the draft SEIS in the final SEIS. The final SEIS is expected to be published in June 2022.
