SUMMARY

OF AUGUST 14, 2019, PRE-APPLICATION PUBLIC TELECONFERENCE WITH NEXTERA ENERGY POINT BEACH, LLC, FOR POINT BEACH NUCLEAR PLANT, UNIT 2 (EPID L-2019-LRM-0052)

On August 14, 2019, a Category 1 pre-application public teleconference was held between the U.S.

Nuclear Regulatory Commission (NRC) and representatives of NextEra Energy Point Beach, LLC (NextEra or licensee). The purpose of the teleconference was to discuss a relief request the licensee is planning to submit for Point Beach Nuclear Plant (PBNP), Unit 2. In a prior non-technical discussion with the licensee, the NRC staff provided general criteria and some examples of similar reviews and approvals to the licensee. The licensee requested this follow up public teleconference to discuss their proposed submittal and provide technical details.

NextEra will be requesting NRC staff review and approval of an extension of the inspection frequency of the primary steam generator nozzle to safe-end welds under the American Society of Mechanical Engineers Boiler and Pressure Vessel Code, Code Case N-770-2. PBNP, Unit 2, has completed an updated crack growth evaluation and is proposing a new alternative to extend the inspection frequency to at least 9 years. This proposal is based on the results of a new crack growth analysis, which justifies extending the inspection frequency from 7.5 years to 9 years.

The meeting notice and agenda, dated July 31, 2019, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML19212A741. The licensee did not submit slides for the presentation of the subject relief request.

The licensee provided a brief history and described the basis for their follow up proposed alternative. NextEra also cited precedents for similar types of relief granted by NRC at another nuclear facility and how these precedents are being used as a basis for the licensees proposed alternative. The licensee requested an expedited review of this submittal to support the spring 2020 outage at PBNP Unit 2. NRC staff stated that it would work towards spporting the requested schedule. However, the NRC staff could not provide an assurance of meeting this schedule since the normal timeline for review of relief requests is 12 months.

There was one member of the public who participated in the conference, but did not make any comments. Public Meeting Feedback forms were offered but not requested by the member of the public.
