OF SEPTEMBER 16, 2021, PUBLIC WEBINAR WITH NEXTERA ENERGY POINT BEACH, LLC REGARDING PROPOSED FUTURE LICENSE AMENDMENT REQUEST TO ADOPT TSTF-505, REVISION 2, PROVIDE RISK INFORMED EXTENDED COMPLETION TIMES- RITSTF INITIATIVE 4B, AT POINT BEACH NUCLEAR PLANT, UNITS 1 AND 2 (EPID L-2021-LRM-0086)

On September 16, 2021, an observation public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives of NextEra Energy Point Beach, LLC (NextEra, the licensee) via a webinar. The purpose of this pre-application meeting was for the NRC staff to discuss with NextEra its proposed future license amendment request (LAR) to adopt Technical Specification Task Force (TSTF) Traveler TSTF-505, Revision 2, "Provide Risk-Informed Extended Completion Times - RITSTF Initiative 4b," (TSTF-505) at Point Beach Nuclear Plant, Units 1 and 2 (Point Beach).

NextEra Presentation NextEra described the scope of the proposed future LAR, highlighted the applicable standards and guidance, and outlined the proposed LAR structure, content, and the TSTF-505 variations.

Further, NextEra discussed the probabilistic risk assessment (PRA) quality, applications, and configuration risk management in the context of this proposed future change at Point Beach.

NextEra stated that proposed risk-informed completion times (RICT) program will apply to selected required technical specification actions (e.g., Reactor Protection System (RPS),

Engineered Safety Features Actuation System (ESFAS) Instrumentation). Further NextEra stated that the proposed required actions modifications are expected to be consistent with TSTF- 505. Regarding the proposed TSTF-505 variations, NextEra indicated that certain systems were expected to have variations, for example, RPS, ESFAS functional unit descriptions, and certain service water and electrical systems requirements.

NextEra discussed the Point Beach PRA technical adequacy, on the topics of internal events, internal flooding, fire PRA considerations, seismic penalty, and other external hazards germane to the future LAR on RICT. NextEra also highlighted several previous Point Beach risk-informed applications which included fire PRA, 10 CFR 50.59 and containment building truss design, approved by the NRC staff. The licensee also informed the NRC staff about Point Beachs configuration risk management system and its features for modeling risk in real-time.

NextEra indicated that it plans to submit the future LAR to the NRC in the first quarter of 2022 with a request for a 12-month NRC review completion.

NRC Staff Discussion The NRC staff asked clarifying questions and provided comments during the presentation. The NRC staff indicated that NextEra clarify their definition of loss of function in the future application. The NRC staff also indicated that the submittal should include justifications on the TSTF 505 variations and identification of and discussions on shared electrical systems including cross ties (if any). The NRC staff further indicated that the upcoming LAR should include cross-walk tables, to clearly describe the design success criteria, backup systems, and plant specific items. The NRC staff also discussed the seismic penalty aspect in the context of PRA and suggested that the licensee provide details and methodology on the topic and consider configuration-specific conditions for external hazards. The NRC staff also commented that the licensees submittal should address consideration of FLEX equipment strategies.

Public Comments There were three members of the public as indicated in the enclosure. The NRC staff did not receive any questions or comments from the members of the public.

At this meeting, the NRC staff made no regulatory decisions regarding the merits of the proposed future LAR presented by NextEra.

The meeting was adjourned at 3:26 p.m. No Public Meeting Feedback forms were received.
