OF DECEMBER 9, 2021, PUBLIC WEBINAR WITH NEXTERA ENERGY POINT BEACH, LLC REGARDING FUTURE LICENSE AMENDMENT AND EXEMPTION REQUEST FOR GENERIC LETTER 2004-02 CLOSURE FOR POINT BEACH NUCLEAR PLANT (EPID L-2017-LRC-0000)

On December 9, 2021, an observation public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives of NextEra Energy Point Beach, LLC (NextEra, the licensee) via webinar. The purpose of this pre-submittal meeting was for the NRC staff to discuss with NextEra, the risk-informed analyses associated with the future license amendment and exemption requests for Generic Letter (GL) 2004-02 closure for the Point Beach Nuclear Plant, Units 1 and 2 (Point Beach).

The meeting notice and agenda dated November 15, 2021, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML21337A331.

NextEra Presentation NextEra provided a presentation on the Point Beach GL 2004-02 resolution update which covered a high-level view of the pressurized-water reactor layout, sump strainer arrangement, the proposed risk-informed resolution approach, risk and uncertainty quantification, and the contents and schedule of the proposed submittal to the NRC.

NextEra indicated its plan to submit its response to GL-2004-02 in the spring of 2022, and will address the five principles of Regulatory Guide (RG) 1.174. The submittal will include a license amendment request to implement the proposed risk-informed approach to address the sump strainer issue, and request to seek exemption for Title 10 of the Code of Federal Regulations Section 50.46 (a) (1).

Staff Discussion The NRC staff asked clarifying questions of the licensee during the presentation. The NRC staff indicated that the assumptions regarding the robustness of mineral wool cassettes including an evaluation of the cassettes installed in the plant versus the insulation system with wire mesh and fabric cover to which the cassettes are being compared should be provided in the submittal.

The NRC staff asked about partial submergence of the strainer, and the licensee stated that the strainer will be fully submerged at all times that it is in service.

The NRC staff asked a clarifying question regarding the in-vessel analysis and the design of the emergency core cooling system. The licensee confirmed that the plant is an upper plenum

injection design. The NRC staff also indicated that the licensees submittal should include information on key assumptions and the sources of uncertainty.

There were no members of the public in attendance.

At this meeting, the NRC staff made no regulatory decisions regarding the merits of the proposed path forward presented by NextEra.
