SUMMARY

OF DECEMBER 4, 2019, PRE-APPLICATION PUBLIC TELECONFERENCE WITH NEXTERA ENERGY POINT BEACH, LLC, FOR POINT BEACH NUCLEAR PLANT, UNITS 1 AND 2 (EPID L-2019-LRM-0076)

On December 4, 2019, a Category 1, a pre-application public teleconference was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of NextEra Energy Point Beach, LLC (NextEra, the licensee). The purpose of the teleconference was to discuss a license amendment request (LAR) the licensee is planning to submit for Point Beach Nuclear Plant (PBNP), Units 1 and 2. This LAR will be addressing tornado missile protection (TMP) vulnerabilities at PBNP, Units 1 and 2 .

The meeting notice and agenda, dated November 4, 2019, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML19309E969. The licensee did not submit any slides for the presentation. The licensee provided a brief history of the TMP issue and described the basis and their approach for this LAR. PBNP units, several structures, systems, and components (SSCs) are vulnerable to potential tornado-generated missiles. The licensee declared the affected SSCs inoperable and promptly implemented compensatory measures designed to reduce the likelihood of tornado-generated missile effects.

By letter dated May 21, 2018 (ADAMS Accession No. ML18135A305), PBNP, Units 1 and 2, were granted an extension to enforcement discretion until June 10, 2020, for the TMP issue.

During a previous teleconference held May 1, 2018 (meeting summary can be found at ADAMS Accession No. ML18141A845), the licensee indicated that it planned to submit a LAR using a high winds probabilistic analysis for resolution of TMP issue.

However, the licensee during the present teleconference indicated that use of high winds probabilistic risk analysis may not be PBNPs path to disposition of TMP issues and described an approach involving reevaluation of the licensing basis. A timely submittal of the LAR will address the requirements specified in Enforcement Guidance Memorandum 15-002, Revision 1, dated February 7, 2017, Enforcement Discretion for Tornado Generated Missile Protection Non-compliance. There were no regulatory decisions made during the meeting. There were a few members of the public who participated in the conference. There were no comments from the participating members of the public.
