OF JULY 28, 2015, PUBLIC MEETING WITH NEXTERA ENERGY POINT BEACH, LLC, TO DISCUSS PROPOSED CHANGES TO THE CONTAINMENT DOME TRUSS LICENSING BASIS SEISMIC SPECTRA FOR THE POINT BEACH NUCLEAR PLANT, UNITS 1AND2 (TAC NOS. MF6426 AND MF6427)

On July 28, 2015, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of NextEra Energy Point Beach, LLC {NextEra, the licensee) at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland.

The purpose of this meeting was for NextEra to discuss with the NRC staff a proposed license amendment amendment request (LAR) to change the Point Beach Nuclear Plant, Units 1 and 2, containment dome truss structure licensing basis seismic spectra to a new set of spectra developed using the Fukushima ground motion response spectra (GMRS). The licensee believes that using this GMRS as input motion for the containment structure seismic re-analysis would result in a lower seismic force on the containment dome truss structure. This GMRS was submitted in response to the NRC's March 12, 2012, Title 10 of the Code of Federal Regulations 50.54(f) letter requesting licensee re-evaluation of seismic hazards. This is significant because it would be the first LAR using the reevaluated hazards associated with lessons-learned from the Fukushima Daiichi accident. The licensee proposed to sue this GMRS instead of the existing design basis GMRS to establish maximum resulting seismic forces on the containment dome truss structure using damping values from Regulatory Guide 1.61, "Damping Values for Seismic Design of Nuclear Power Plants," Revision 1, instead of the current license design basis for the containment.

The licensee further proposed to use American Society of Mechanical Engineers (ASME)

Section Ill, Appendix F, provisions in conjunction with the provisions of the licensing basis code of record, American Institute of Structural Construction (AISC) Steel Construction Manual, for structural evaluation of the containment dome truss, a methodology which is unprecedented.

The NRC staff expressed concern with application of the new re-evaluated seismic hazard GMRS spectra for the containment dome truss structure without also re-evaluating the containment structure. The staff also expressed concern with the application of ASME Section Ill, Appendix F, beyond the intent established by the ASME Code.

The meeting notice and agenda, dated July 7, 2015, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML15204A204. A list of attendees is enclosed.

The licensee provided slides for the presentation (ADAMS Accession No. ML15203A498) prior to the meeting. During the meeting, the licensee discussed each of the slides. The NRC staff asked numerous clarification questions during the presentation. After the presentation, NextEra staff indicated that they would consider the standard methodology and approach that has been previously approved by the NRC.

No regulatory decisions or commitments were made during the meeting. No members of the public were in attendance, physically or by telephone. Public Meeting Feedback forms were not received.
