Dear Dr. Morris:

Enclosed are three (3) signed originals and eighty-seven (87) confomed copies of Amendment No.17 to Consumers Power Ccmpany's appli-cation for a construction pemit and operating license for Units 1 and 2 of the proposed Midland Plant.

Amendment No. 17 replaces the technical infor=ation on the terticry heat ext hnnger system provided in Anendment Nos.15 and 16, as requested by the DRL staff.

Copies of Anendment No.17 have been sent to each Atomic Safety and Licensing Board member and alternate, to the Chaiman of the Atomic Safety and Licensing Board Panel, to the Office of the Secretary of the Atomic Energy Cc= mission, and to the Director, Division of Reactor Li-censing (2 copies), pursuant to 10 CB 50 30(c)(2) . Copies have also been sent to Mr. Jerome Maslowski, Assistant Attorney General for the State of Michigan; Mr. Frank Olds, Chairman of the Midland County Board of Coc=iissioners, Midland County, Michigan; Mr. Robert B. Chatterton, Supervisor of Midland Township, Midland County, Michigan; and Mr. Julius Blasy, Mayor of the City of Midland, Michigan. A certificate of service on all of the above, except Mr. Maslowski ena Mr. Blasy, is enclosed.
