This is is response to your request of December 6, 1989, that the Federal (

Emergency Management Agency (FEMA) assist the Nuclear Regulatory Commission ,

(NRC) in the verification of the satisfactory resolution of certain emergency '

planning items specified by the Seabrook Atomic Safety and Licensing Board (ASLB) in its Partici Initial Decision (PID) on the Seabrook Plan for Massachusetts Communities (SlHC) and the 1988 FEMA graded exercise-(LBP-89-32)  ;

issued on November 15, 1989, and the Board Memorandum supplementing LBP-89-32 i (LBP-89-33).

The enclosed report,

contains a brief t'escription of each item, its status and a comment. Over .t the past year, the Seabrook Regional Assistance Committee (RAC) Chairman for

. Seabrook has provided technical assistance to New Hampshire Yankee (NHY) as well as the State of New Hampshire. As you may know, Revision 1 (dated December '1,' 1989) of the SPMC was recently submitted to FEMA by NHY. His I review of the plan and other items provide the basis for this report.

, _ FEMA notes that some of the items in this report have also been identified i as issues in separate- FEMA reports, such as Review and Evaluation of _ Plans (December 1988), the Exercise Report (December 1988) and the Status of ,

Corrective; Actions (December 1988). FEMA is tracking resolution of those items through other means. Those plan review and exercise items have only
