SUMMARY

OF JULY 15, 2019, PUBLIC TELECONFERENCE WITH FLORIDA POWER & LIGHT COMPANY REGARDING THE NRC REVIEW STATUS OF LICENSE AMENDMENT REQUEST 258 FOR TURKEY POINT NUCLEAR GENERATING UNIT NOS. 3 AND 4 (EPID L-2018-LLA-0120)

On July 15, 2019, a Category 1 public teleconference was held between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives of Florida Power & Light Company (the licensee). The purpose of the teleconference was to discuss the status of the staff review of license amendment request (LAR) 258 for Turkey Point Nuclear Generating Unit Nos. 3 and 4.

This LAR would revise the Technical Specification Safety Limit 2.1.1.b to reflect the peak fuel centerline melt temperature specified in Westinghouse Topical Report WCAP-17642-NP-A, Revision 1, Westinghouse Performance Analysis and Design Model (PAD5) (Agencywide Documents Access and Management System (ADAMS) Accession No. ML17338A396). The meeting notice and agenda, dated July 9, 2019, are available at ADAMS Accession No. ML18099A160. A list of attendees is provided as an enclosure to this summary. No regulatory decisions were made at this meeting.

The NRC staff began the discussion by informing the licensee that the safety evaluation for LAR 258 would continue toward issuance with no additional documentation needed from the licensee. The NRC staff also offered that LAR 258 had been evaluated independent of Topical Report WCAP-17642-NP-A. In response to licensee questions, the NRC staff offered that LAR 258 approval would require no license conditions, and the issue date for the associated license amendments was estimated to be mid-August 2019.
