SUBJECT:

SUMMARY

OF DROP-IN MEETING WITH NEXTERA-FLORIDA POWER AND LIGHT TO DISCUSS PENDING SUBMITTALS RELATED TO DIGITAL INSTRUMENTATION & CONTROLS AND IMPROVED STANDARD TECHNICAL SPECIFICATIONS On May 28, 2021, the Nuclear Regulatory Commission staff met with NextEra-Florida Power and Light (FPL, or the licensee) to discuss logistics and scheduling around the pending submittal of the upgrade of instrumentation and control (I&C) systems to digital (digital upgrade).

The licensee discussed a revision to the proposed submittal schedule for the digital upgrade.

Both the design lifecycle schedule and simulator schedules had changed. The NRC staff questioned whether the licensee would be requesting a later approval date given that the submittal date was being delayed around 4 months. The licensee indicated that the requested approval date will not be changed.

The discussion included a proposed scope for the upcoming June 9, 2021, pre-submittal meeting. The licensee indicated the intent to provide an overview of the proposed license amendment request content, discuss the needed level of detail, the treatment of approved topical report implementation items, the scope and level of detail that should be provided in support of the cyber-security discussion, the scope and content of the vendor oversight program, the issues around the proposed change to the channel check technical specification, and followup from previous meeting on discussions related to the diversity and defense-in-depth (D3) analyses.

The need to address software development activities associated with the vendor oversight program during the June 9, 2021, pre-submittal meeting was discussed. It was further confirmed that while the meeting would be closed, no cyber-security related information would be discussed, which would require the necessity for more secure meeting arrangements.
