SUMMARY

OF THE MARCH 22, 2021, PRE-APPLICATION MEETING TO DISCUSS PLANNED LICENSE AMENDMENTS REGARDING CONVERSION TO IMPROVED TECHNICAL SPECIFICATIONS FOR THE TURKEY POINT NUCLEAR GENERATING, UNIT NOS. 3 AND 4, AND ST. LUCIE PLANT, UNIT NOS. 1 AND 2 FACILITIES (EPID L-2021-LRM-0032)

On March 22, 2021, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives of NextEra/Florida Power and Light (FPL, the licensee) via virtual platform and teleconference. The purpose of the meeting was to discuss FPLs plans and schedule related to the submittal of license amendment requests (LARs) for the Turkey Point Nuclear Generating, Unit Nos. 3 and 4 (Turkey Point), and St. Lucie Plant, Unit Nos. 1 and 2 (St. Lucie) facilities. The licensee specified that the proposed LARs would convert the current Technical Specifications (TS) for each site to Improved Technical Specifications (ITS). The meeting notice and presentation material are available in the Agencywide Documents Access and Management System (ADAMS) under Accession Nos.

During the meeting, FPL provided an overview of the proposed LARs and the timetable for implementation phases at Turkey Point and St. Lucie facilities in order to ensure a common understanding of the ITS Conversion process. The NRC staff asked clarifying questions regarding the overall methodology and whether the licensees LARs would include items that could be considered beyond scope. The NRC staff asked the licensee to clearly communicate any changes to the intended timeframe with respect to submittal of the LARs to ensure proper allocation of resources and to foster an efficient review. No regulatory decisions were made, no egulatory positions were communicated, and no actions were identified as a result of this meeting. No members of the public were in attendance for the meeting, thus no Public Meeting Feedback forms were received.
