Dear Dr. Morris:

Pursuant to discussions with Roger Eoyd on September 3,1969, concerning a realistic schedule for obtaining a construction permit for the Midland Plant, I would like to express our concern regarding the slippage implied by this schedule but, more igortantly, how we can best expedit( improving or as a very minimum maintaining the current schedule.

It was our understanding that, by having submitted our application as we did infomally in November 1968, and by having reviewed at an early date with the ACRS the site-related features of the Midland Plant, we could

expect to achieve a construction pemit date of March 1,1970. Although the details concerning schedule slippage are not necessarily important g at this time, we are concerned about not being made aware at an earlier i

date which might well have afforded us the opportunity to have done whatevei was possible to minimize the cause of schedule slippage. We trust that the schedule quoted to us by Roger Boyd is one which is rea-sonable and achievable and that we will be infomed concerning any problem area which might interfere with its successful achievement.

In order to assure that there is no misunderstanding on our part regarding the schedule proposed by Roger Boyd, I will recount the dates of interest as we understand them.

September 22, 1969 - AEC-DRL transmits fomal questions to Consumers Power Company.

November 7,1969 - Consumers Power Company transmits answers to fo mal questions to AEC-DRL. (Provided there are not substantive questions which our July meeting did not bring out, we should be able to improve on this date since we are currently working on answers to questions which the Staff has indicated are important to our application.)

December 20, 1969 - AEC-DRL arrives at acceptable position on the Midland Plant design following discourse with Consumers Power

January 5, 1970 - AEC-DRL final report prepared.

January 15, 1970 - AEC-DEL staff report submitted to ACES.

February 5-6, 1970 - Full ACES cocnittee meeting.

Mid-April, 1970 - Public hearing at Midland.

The above schedule allows for one ACES full committee meeting.

We recognize that there is a potential requirement for more than one ACRS meeting and that there may be other reasons for which this schedule might slip. We would enlist your intent to advise us at any time on how we might best achieve this schedule and also indicate to us anything which you feel might either help overcome problem areas or at least ensure that everything possible has been done to achieve a successful accomplish-ment.
