Pursuant to the disc'2ssion held April ik,1980 between Messrs F G Pagano, of the NRC, and J N Leech, of Consumers Power Ccmpany, CP Co plans to sub-mit its Midland Upgraded Emergency Plans required by reference (a) in October 1980 instead of the NRC requested date of June 1980 for the follow-ing reasons:

1. Reference (b), received by Consumers Power Company March 31, 1980, transmitted NUREG-065h/ FEMA-REP-1. In order to meet the requirements of NUREG-065h, almost all of the Consumers Power Company emergency planning resources are currently being utilized to upgrade the Big Rock Point and the Palisades operating plants' emergency plans. Addi-tional Midland emergency planning resources are being acquired and should be in place shortly.
2. The affected local counties in the Midland area do not presently have the resources available to prepare emergency plans. It should be noted that depending upon the arrangements that Consumers Power Company can make with the local counties, the counties' portion of the Midland 80d emergency plan may not be submitted to the NRC for review until late f 1980 or early 1981. j/j ADD: o_3._ sci S -DOk 4 A
