SUMMARY
OF SEPTEMBER 16, 2010, MEETING WITH FPL REGARDING FORTHCOMING SUBMITTAL OF THE ST. LUCIE AND TURKEY POINT EXTENDED POWER UPRATES On September 16, 2010, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of FPL at NRC Headquarters, Two White Flint North, 11545 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to discuss the forthcoming submittal of the St. Lucie Units 1 and 2 and Turkey Point Units 3 and 4 applications for extended power uprate (EPU). A list of attendees is provided as an enclosure and the licensee's meeting slides are available in the Agencywide Documents Access and Management System at Accession No. ML102600400.
FPL presented information on how FPL was taking the NRC Draft Division of Safety Systems Interim Staff Guidance, DSS-ISG-201 0-01, "Staff Guidance Regarding the Nuclear Criticality Safety Analysis for Spent Fuel Pools," into account while performing criticality analyses of the spent fuel pools. FPL requested NRC staff feedback on FPL's approaches.
FPL presented its approach for St. Lucie Unit 1, mentioning that the criticality analysis for the entire pool would be submitted with the application for the EPU. Also, the new approach would include adding neutron absorbers, simplifying patterns, and using more conservative assumptions that would reduce the effort to review the analysis. The licensee stated that neutron absorber panels similar to those used at Turkey Point are planned to be installed.
The staff asked clarifying questions on several topics including: the types of control rods that would be used and the possibility that one could be misloaded or misplaced; controls on the use of input parameters in reload analyses; the types of axial burnup profiles; differences between Boraflex and Metamic inserts; assumptions in tolerance calculations; and calculation methods for fission product worth.
FPL stated that the St. Lucie Unit 2 approach will be similar to St. Lucie Unit 1 with adjustments for fuel and rack differences.
The licensee stated that Turkey Point's License Amendment Request 207 regarding spent fuel pool criticality has already been submitted to the NRC for review. Turkey Point's analyses have several differences from the St. Lucie analyses. There is no radial zoning at Turkey Point and the Turkey Point calculations were performed using the PARAGON code for depletion calculations versus CASMOS at St. Lucie.
