SUMMARY
OF NOVEMBER 9, 2023, MEETING WITH FLORIDA POWER AND LIGHT ON LICENSE AMENDMENT REQUESTS REGARDING THE SPENT FUEL CRITICALITY ANALYSIS IN SUPPORT OF PLANNED TRANSITION TO 24-MONTH FUEL CYCLES FOR ST. LUCIE, UNIT 2 (EPID L-2024-LRM-0035)
On November 9, 2023, a virtual observation public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Florida Power and Light (FPL, the licensee). The purpose of the meeting was to discuss the planned license amendment request (LAR) to update the criticality analysis for the St. Lucie Plant, Unit 2 facility (St. Lucie). The meeting notice and agenda, dated October 27, 2023, are available in the Agencywide Documents Access and Management System (ADAMS) Accession No. ML23312A149. A list of attendees is provided in the Enclosure.
Following introductions and opening remarks, the licensee presented information (ML23310A155) that described the methodology used in the criticality analysis for the proposed amendment. The licensee also noted the decision to move to 24-month fuel cycles and discussed expected impacts to fuel design and depletion parameters in the current criticality analysis. The licensee discussed some of the differences between the current criticality analysis and new criticality analysis contained in the planned submittal.
NRC staff asked the licensee clarifying questions related to the impacts to any recently approved submittals and licensee initiatives such as Digital Instrumentation and Controls and license renewal activities. NRC staff also provided feedback by expressing to the licensee how ensuring that the submittal and associated LARs contained all necessary information early on might aid in NRC staff review.
In addition, the licensee discussed the proposed schedule as well as their plans to submit subsequent LARs (i.e., Fuel Cycle and Balance of Plant LARs) to support the transition to 24-month fuel cycle and the timetable for such incoming requests.
