Oyster Creek Nuclear Generating Station Docket'No. 50-219 Fire Protection-Renote Shutdown Station Amendment No. 29 to Operating License DPR-16 requires that certain modifications be made i.o the Oyster Creek Nuclear Plant for fire protection purposes. Rese modifications are described in the associated Fire Protection Safety Evaluation Report (SER) forwarded with Amendment 29 'Ihis anendment states, in part, that the modifications are to be accomplished in accordance with the schedule presented in Table 3.1 of the SER.

Item 3 1.23 of Table 3 1 in the SER requires that a remote shutdown station be provided by the end of the 1980 refueling outage. This letter requests that a supplanent to Table 3.1 be issued to defer the installation of the remote shutdown station pending the results of the Systanatic Evaluation Program (SEP) review of the Oyster Creek Station.

Various topics currently being reviewed within the SEP program (i.e.,

VII-3-Systems Required for Safe Shutdown, VII-4-Effects of Failures in Nonsafety Related Systens on Selected Engineered Safety Features, and XV-24 loss of All AC Power) may result in additional modifications to the alternate shutdown capability. The yet-to-be determined SEP requirements could affect various design parameters (i.e. location, size, indicated parameters, operational capabilities, etc.); therefore insufficient information exists to design a system that will address all concerns. The requested delay in implementing the alternate shutdown capability will result in a facility which better addresses both fire protection and the results of the SEP review.

Jersey Central Power & Light has implenented many of the modifications itemized in Table 3.1 of the SER (i.e., water suppression systems in the Reactor Building, new battery roan, energency equipnent, administrative controls, etc.)

and is proceeding with all other modifications. During the past year, fire protection at the Oyster Creek Station has been significantly upgraded thus minimizing the fire danage potential. Additionally, the Oyster Creek shift size has been augmented to include sufficient personnel to manually shutdown the plant and also respond to any fire emergency. We operating shift consists of i

ten individuals of which five are designated to shutdown the plant remotely, if necessary, and five of which are designated to respond to any fire which may occur. All personnel assigned responsibility for responding to a fire have been appropriately trained in fire fi dhting and periodic drills assure their readiness to respond to a fire emergency. Due to the fire protection modifications that have been/will be implemented, the augmented shift size, and additional adminis' ative controls it is felt that the proposed delay in the alternate shutdown system installation will not result in an unacceptable risk to the public health and safety.

Please note that the current schedule for installation of the alternate shutdown system will require procurement of certain items and fabrication in the near future; therefore, pronpt action en this request will be appreciated.
