Oyster Creek Nuclear Generating Station Docket No. 50-219 Fire Protection, 10CFR50.48 t

By my letter dated September 16, 1983 entitled, " Fire Protection - Exemption Request" CPU Nuclear had requested that completion of required Appendix R modifications, except for the alternate shutdown facility, be deferred until the Cycle 11 outage as the workscope of the Cycle 10 outage was already of such large scale that the Cycle 10 outage could not be effectively managed with the addition of Appendix R modifications. In addition, we requested that the completion of the alternate shutdown facility be deferred until the Cycle 12 outage. Our commitment to complete the Ap]endix R modifications along with other important modifications, most notably tie proposed scheduled replacement of the core spray sparger, made the Cycle 11 outage excessively large.

GPU Nuclear has proposed that the core spray sparger modification not be scheduled for replacement durird the Cycle 11 refueling outage, but rather be carried as a contingency item based on Cycle 11 inspection results. Based on this and our desire to complete the alternate shutdown modifications in a timely manner, we have reassessed our plans for the alternate shutdown modifications and determined that our preparations for that work could be com)leted during the first quarter of 1986. He will plan.and schedule our wor ( to support being ready by the first quarter of 1986 to start the modifications to the plant. We would then make the modificatio1s during the first refueling shutdown starting thereafter.

However, since the present Oyster Creek outage schedule does not support making these modifications in mid-1986, we request that our letter dated September 16, 1983 be processed as submitted. We will keep you informed of any changes in the schedule for the Oyster Creek facility that may allow us to complete the work earlier and thus have an impact on our exemption request.
