Dear Mr. Dircks,

This is an appeal pursuant to subsection (a)(6) of the Freedom of Information Act (FOIA) as amended, 5 U.S.C. S 552. By letter dated March 1, 1985, the Nuclear Awareness Network (NAN) requested documents relating to:

1. Any and all NRC documents relating to the Quality First cases, allegations, investigations,
2. Any and all information on instances of intimidation and/or harassment of any workers at the plant,
3. Any and all documents between the Commission and all other NRC offices particularly about, but not limited to, issues which the Commission is allowing to be investigated and inspected, concerning the Wolf Creek Generating Plant.

We defined the request to include reports, studies, test results, correspondence, memoranda, meeting notes, meeting minutes, working papers, graphs, charts, diagrams, notes and summaries of conver-sations and interviews, computer records and any other forms of written communication including internal NRC staff. memoranda. The documents were specifically requested from, but limited to, the following offices of teh NRC: Office of Analysis and Evaluation of Operational Data (AEOD); Office of Nuclear Reactor Research (NRR);

Office of Inspection and Enforcement (I&E); Office of Investigations (OI); Generic Issues Branch of the Dicision of Safety Technology, and the Operating Reactors Branch of the Division of Licensing.

As of May 15, 1985 we have received only a partial response to tb~e catagories listed above. This is taken as an effective denial of our FOIA request.

As provided under the FOIA, we expect response to this Administra-tive appeal within twenty (20) working days.
