'l Please send me copies of the following documents: The Oct. 28, 1985 memo from the Office of Investigations to Region 4 requesting an evaluation of whether affidavits presented warranted an initiation i of an OI investigation into the Wolf Creek El program or the integrity of KG&E managementi the Dec. 19, 1985 region 4 response to the above 1 memoi any meeting notes or phone conversation records of a Jan. 14, 1986, discussion between Victor Stello and Ben Hayes concerning the above investigation and issues of harrassment and intimidation.
As you know, the FOI Act provides that if portions of a document are exempt from release, the remainder must be segregated and disclosed.
Therefore, I will expect you to send me all nonexempt portions of the records which I have requested, and ask that you Justify any deletions by reference to specific exemptions of the FOI act. I reserve the right to appeal your decision to withhold any material.
I am prepared to pay reasonable serach and duplication fees in connection with this request. However, the FOI Act prvides for waiver or reduction of fees if diclosure could be considered as tiPrimarliy benefiting the general public. I am a Journalist employed by the Wichita Eagle and Beacon and intend to use the information I am requesting as the basis for a planned article.
