Dear Mr. Hayes:

As you know the Government Accountability Project and the Nuclear Awareness Network have been concerned with the construction of the Wolf Creek nuclear power plant for sometime.

We recently concluded that the site's latest allegation initiative program -- Quality First

-- was a sham.

That is, the Q-1 program was in reality a trap door for worker allegations at Wolf Creek.

We are now in the process of recontracting workers who have pro-vided information to either GAP or NAN in the past and began the~

formalized procedure of preparing af fidavits of their wrongdoing con-cerns for investigation by your Office.

Enclosed is a copy of the first of these affidavits.

A confidentiality agreement has already been executed between this individual and an agent of your office and we expect your consideration of this matter will be governed by that agreement and that the contents of the affidavit and the identity of the alleger will be kept confidential.

Further, as provided in that confidentiality agreement, we expect that the express consent of this individual will be obtained before any potentially identifying facts regarding this individual are communicated to anyone outside O.I.

Our client has expressed to us deep distrust of Region IV's ability or willingness to adequately resolve technical matters raised in this affidavit.

We would hope that technical issues identified by this and future affidavits will be directed to the Office of Nuclear Reactor Regulations for disposition instead of the Regional Office.

In any case identifying information regarding this individual should not be provided to the Regional Office.

Please be in contact with Robert Guild of GAP, counsel for this individual, to schedule an interview or to discuss any matters regard-ing the confidentiality agreement.
