Gentlemen:

In Reference 1, the NRC provided a draft Safety Evaluation (SE) for the license amendment which would convert the Wolf creek Generating Station (WCG3). .

Technical Specifications to the format and expanded bases of the improved l Standard Technlcal Specificationo The letter requested that Wolf Creek l Nuc3 3r Operating Corporation (WCNCC) provide commente on the draft SE in. i writing, and a certified Improved Technical Specificatione (ITS) and Bases, within 30 days of receipt of the letter or with the update to the associated license amendment request, whichever date is later.

The WCNOC comments on the draft SE were provided in Reference 2. Reference 2 ,

also committed that a certified copy of the ITS and the ITS Bases will be l provided to the NRC by March 26, 1999 to support issuance of the license i amendment.

During the final preparation of the certified copy of the ITS, several editorial corrections were identified and incorporated into the ITS and Bases.

The Attachment provides a summary of the correction's made. These corrections do not result in a change to the information riovided in the draft safety Evaluation, but reflect the results of discussions with the staff and responses to Requests for Additional Information.

Attachm nt 3 to WO 99-0029 Page 1 of 1 Summary of Corrections

1. Section 1.1, Definitions. CHANNEL OPERATIONAL TEST. The word."such" was added to the last sentence after "... required for channel OPERABILITY".

Adding this word is consistent with traveler TSTF-205.

2. Section 3.3, Instrumentation. Table 3.3.1-1, Note (1). In the response to Comment Number Q 2-37, Note (1) should have been revised to refer to Function 6 d.
3. Section 3.3, Instrumentation. Table 3.3.1-1, Functions 6 and 7. In the j Allowable Value Column, the page numbers associated with Notes 1 and 2 are revised to reflect the correct page numbers based on the clean copy of ITS.
4. Section 3.3, Instrumentation. SP 3.3.2.14. In the response to Comment Number Q 3.3-19, Note (p) to the Table was converted to SR 3.3.2.14.

During that conversion, the incorrect MODE was placed in the Frequency.

The Frequency is revised to state: "... Prior to entering MODE 2 "

This is consistent with CTS Table 4.3-2, Function 5A.

5. Section 3.4, Reactor Coolant System. Section 3.4.11, Conditions C and F.

In tne responsc to O 3.4.11-3 in which TSTF-113 was withdrawn, the Note to the .tequired Actions for Conditjons C and F should have been revised to E.2.

6. Section 3.6, Containment Systems. Bases for Section 3.6.4, Applicable Safety Analyses, discusses the initial pressure conditions used in the containment analysis. The pressure was identified as 14.7 psig, however, the correct initial pressure is 14.7 psia which corresponds to O psig. )
7. Section 3. Electrical Power System. ITS 3.8.3, Condition E. The Required As.lons for Condition E has two Actions. The second Required Action should have been identified as Required Action E.2.
8. Section 3.9, Refueling Operations. LCO 3.9.1 10 modified to add "of" after "... filed portions" to be grammatically correct.
9. Section 5.0, Adminiatrative Controls. Section 5.5.13, lettered item d. is made into a separat* statement consistent with TSTF-118.
10. Additionally, editorial corrections were made to the Bases to reflect appropriate capitalization and grammar.
