i Creek Physical Security Plan.

Attachment I provides a description of changes and a justification for these changes.

Tne changes described in Attachment I will be incorporated into the Wolf Creek Physical Security Plan by August 31, 19t9.

Attachreent II identifies the commitments resulting from this I

correspondence.

Reasons and Justifications Chanae 6 Pages Affected:

Physical Security Plan:

Reason for Change: During certain times, Closed Circuit Television (CCTV) camera images become partislly degraded because of sun glare.

In.some instances,: this partial degradation has no affect.on the alarm assessment capability of the Secondary Alarm Station or the Central Alarm Station.

This change to' the Physical Security Plan requires that partial degradation of the ' CCTV camera images be compensated. by posting. a dedicated observer in the area, only if alarm assessment capability _ is affected.

This change will be reflected in the Physical Security Plan by August 31, 1999.

Justification:

Wen CCTV camera : images become-degraded Security will determine -if alarm assessment is affected.

If the affected area does not degrade alarm assessment, Security will start one hour compensatory checks, not to exceed approximately four ' hours.

If area remains degraded for more' than approximately four

hours, Security will compensate by posting a dedicated observer in the area.

This change does not reduce the effectiveness of the Physical Security Plan since compensatory measures continue to be required when alarm assessment is affected.

Change 2 Pages Affected:

Physical Security Plan: Pages'l-1, 1-2, and 1-3 Reason for Change: The title of the " Plant Manager" has been changed to "Vice President Plant Operations and Plant Manager."

This change will be reflected in the Physical Security Plan by August 31, 1999.

Justification This title change is an administrative change.

Responsibilities and reporting relations remain unchanged.

Therefore, there is no reduction in Security Plan effectiveness.

CCheGTMENT Due Date/ Event This change to the Physical Security Plan requires that Acgust 31, 1999 partial-degradation of the CCTV cameras be compensated by posting a dedicated observer in the area, only if alarm assessment capability is affected. This change will be incorporated into the Physical Security Plan.

The title of the " Plant Manager" has been changed to August 31, 1999 "Vice President Plant Operations and Plant-Manager."

This change will be incorporated into the Physical Security Plan.
