RE: Hampton Falls

Dear Mr. Strome:

Through the offices of State Senator Nicholas Costello of Massachuset ts, I have obtained a copy of your December 9,1985 letter to Mr. Henry G. Vickers, transmitting "for formal review and approval state and local emergency by Federal Emergency Management Agency" i

plans for those New Hampshire communities located within the emergency planning zone.

i Your letter recites that "The State of New Hampshire believes these plans are adequate for review and analysis by the Atomicand Safety the Licensing Board, Federal Emergency Management Agency, Regional Assistance Committee and that, with reasonable assurance, they provide for the safety of citizens of New Hampshire living within the emergency planning zones for Seabrook Station as well as for the transient population which might be found within the planning ares."

The selectmen of Hampton Falls and the Town Civil1)Defense Director transmit a plan are both amazed and disappointed that you would:

to FEMA for a formal review without notifying the town that you were taking this action, 2) transmit the plan to FEMA without affording a copy of the material to be reviewed to the town itself, 3) indicate I

those plans are acceptable to the State of New Hampshire, when, as you are well aware, they are not acceptable to the town, do not have town approval, and could not have town approval without a vote of the town meeting.

I, as well as others, had for some Your office will be aware that time been attempting to get a copy of the New Hampshire town plans was always told that these plans for review, but I 8601220131 96010 PDR ADOCK 05000443 _

were "at the printers" and were held up due to a back log in printing legislative bills. I note that these problems did not prevent you forwarding there plans to federal of ficials for their review, although it is the citizens of the affected communities that these plans are supposed to protect.

I am sure the Hampton Falls selectmen are looking forward to some explanation of why the wishes and interests of the town and its citizens have been ignored in this process to date, and would expect We some assurance that thisimmediately will not be the case in the notify FEMA and any other future.

would request that you recipients of your letter of the true state of affairs.

Very truly yours,
