DUANE ARNOLD ENERGY CENTER, W11HDRAWAL OF RELIEF REQUEST VR 12 (TAC NO. M97336)

Dear Mr. Liu:

By letter dated November 21,1996, IES Utilities submitted several relief requests and respons6s to action items conceming the Duane Arnold Energy Center Inservice Testing Program. Included was relief request VR-12. The relief request proposed an alternative to the exercise frequency and stroke time requirements of ASME/ ANSI OM Part 10, Paragraphs 4.2.1.4(b) and 4.2.1.2 for containment atmosphere monitoring system solenoid-operated valves SV-8101 A/B through SV 8110A/B.

The NRC staff provided a safety evaluation by letter dated May 29,1997, that authorized the ,

proposed alternative for an interim period of 120 days to allow time for the incorporation of additional guidance or to justify alternatives.

Subsequently, by letter dated September 26,1997, IES Utilities withdrew relief request VR-12.

The NRC acknowledges IES Utihties' withdrawal of relief request VR-12, and that IES will s comply with the Code regarding stroke time testing of the containment atmosphere monitoring system valves. ,The NRC will conduct no further review of this request and TAC No. M97336 is closed.a If you have any questions regarding this issue, please contact me at (301) 415-3028.
