\f' Enclosed are three (3) signed originals and eighty-seven (87) conformed copies of Amend:ent No. 8 to Consu=ers Power Company's appli-cation for a constructicn permit and operating license for Units 1 and 2 of 1,he troposed Midland Plant. This amendment revises end supplements the PSAR, revises end supplements the Applicant's responses contained in Anendments Nos. 5, 6 and 7 to the enclosures in Dr. Peter A. Morris ' let-ters to Mr. R. D. Allen of September 26 and October 28, 1969 end Januar/- 8, 1970, and revises and supplements the Applicant 's Quality Assurance Progren Plan sutmitted in h::endment No. 6.

For the most part we are submitting these changes to reflect oral communication between the Commission staff and the Applicent. The PSAR changes primarily make minor corrections, reflect the change in reactor building design from 58 psig to 62 5 psig and reflect the changes in the Babcock & Wilcox quality assurance program.

Copies of Amendment No. 8 have also been sent to Mr. Jerome i Maslovski, Assistant Attorney General for the State of Michigan; Mr. Frank I Olds, Chairman of the County Board of Supervisors of Mim nnd County, Michigan; l Mr. Robert B. Chatterton, Supervisor of Midland Township, Midland County, Michigan; and Mr. Julius Blasy, Mayor of the City of Midland. Certificates  !

of Service on Mr. Olds and Mr. Chatterton are also enclosed.
