Dear Mr. Taylor:

The Federal Emergency Managesnent Agency (FDR) has ocupleted a review of the prtmpt alert and notification systen for the Seabrook Statico located in Seabrook, New Hanpahire. This review has been ocupleted pursuant to Title 44 CFR, Part 350; selected evaluative criteria aM Appendix 3 in NUREG-0654/FDR-REP-1, Revision 1; selected evaluative criteria in NURM-0654/FDR-REF1, Revision 1, Supplement 1; and FDR-REP-10, the " Guide for the Evaluation of Alert and Notificaticn Systems for Nuclear Power Plants." The enclosed . report entitled, "Seabrook Station Site-Specific Offsite ,

Radiological Emergency Preparedness Alert and Notification System Quality I Assurance Verification," sunanarizes the engineering design review. of the j system as described in the April 1988 Design Report aM the October 1988 and 3 l March 1990 Addenda to that report; incorporates the results of .the telephone survey of the public conducted following a full activation of the alert and notification system on May 16, 1990; and confirms the adequacy c,! the applicable evaluative criteria from NURM-0654/FDR-REP-1, Revision 1; NLHDG-0654/FDR-REP-1, Revision 1, Supplement 1; and FDR-REP-10.

Based on the ergineering design review; the findings of adequacy issued to l the Nuclear Regulatory Comnission for the New Hangshire Radiological Emergency Response Plan on February 9, 1990, and the Seabrook Plan for Mass chusetts Ocamunities on June 15, 1990; aM the results of the May 16, 1990, public telephone survey, ' IDR has detennined that the alert _and notification system installed around the Seabrook Station satisfies the requirements of NURED-0654/FDR-REP-1, Revision 1; NURDG-0654/FDR-REP-1, i Revision 1, Supplement 17 and FDR-REP-10. Therefore, FDR concludes that '

the system is adequate to prunptly alert aM notify the public in the event of a radiological emergency at the site. A' Title 44 CFR, Part 350, approval of the' New Hanpshire Radiolcgical Emergency Response Plan will be ocmpleted' at a later date. The Honorable Judd Gregg, Governor of New Hanpshire, and New Hanpshire Yankee have been advised of this approval of' the Seabrook Station alert and notification system. '
