Enclosed are three (3) signed originals and eighty-seven (87) conformed copies of Amendment No. 15 to Consumers Power Company's appli-cation for a construction pemit and operating license for Units 1 and 2 of the proposed Midland Plant.

The Midland Plant is designed to supply process steam to the Dov Chemical Ccapony as well as electrical power to Consumers Power Company's system. Amendment No. 15 modifies the plant design to include a system of heat exchangers to isolate Midland Plant secondary steem frem the process steen supplied by Consumers Power Company to Dow Chemical Ccapany. This system results in Dov Chemical Company receiving tertiary steam for process use and reduces to an extre=ely lov value the proba-bility of any radioactivity produced in the Midland Plant reaching any Dov processes.

Copies of Amendment No.15 have been sent to each Atomic Safety i and Licensing Board member and alternate, to the Chairman of the Atomic Safety and Licensing Board Panel, to the Office of the Secretary of the Atomic Energy Co= mission, and to the Director, Division of Reactor Li-censing (2 copies), pursuant to 10 Cal 50 30(c)(2). Copies have also been sent to Mr. Jerome Maslovski, Ar.sistant Attorney General for the State of Michigan; Mr. Frank Olds, Chsirman of the County Board of Super-visors of Midland County, Michigan; Mr. Robert B. Chatterton, Supervisor of Midland Township, Midlend County, Michigan; and Mr. Julius Blasy, Mayor of the City of Midland, Michigan. A certificate of service on all of the l above, except Mr. Maslowski and Mr. Blasy, is enclosed.
