Loss of Feedwater Heating Event Analysis Using XTGBWR, Letter, O. D. I Kingsley (MP&L) to H. Denton (NRC), dated September 5, 1986.

This letter is to confirm that the subject methodologies are acceptable for application for Grand Gulf Unit 1, Cycle 3. j t

Advanced Nuclear Fuels Corpo"... (AnF) has performed the transient analyses I necessary to evaluate the impact of a second reload of ANF fuel on . thermal margins using the subject methodologies. The documentation of these analyses will be provided to SERI approximately five months prior to the scheduled startup. It is ANF's understanding that SERI intends to review the technical information provided by ANF and, if appropriate, perform a 10 CFR 50.59 evaluation of the reload. To complete this evaluation under the 10 CFR 50.59 criteria, SERI will rely on the acceptability of the subject methodologies.

These methodologies have been found acceptable by the NRC for ANF reloads on a j case-by-case basis including Grand Gulf Unit 1, Cycle 2 (Letter, L. L. Kintner 1

[NRC] to 0. D. Kingsley, Jr. [MP&L], dated October 24, 1986). Based on this reference and other NRC Reload Approval s , which utilized the subject methodologies, it is ANF's conclusion that these methodologies are suitable for analyzing the Grand Gulf Unit 1, Cycle 3 transients.

If you do not take exception to this conclusion by July 10, 1987, ANF and SERI will proceed on the basis that the NRC agrees that the subject methodologies ,

are acceptable for analysis of Grand Gulf Unit 1, Cycle 3. l l
