Edson G. Case. Section 51.21 of the Cornission's regulations requires an applicant for en operating license to submit its Environmental Report "vith its application". Accordingly, you are hereby requested to grant Consumers Power Co pany an exenptien pursuant to 10 CFR 51.h fren the requirenent stated in 51.21 that the Environmental Report accccpany the application.

As stated in =7 letters of I727 10 and Au6ust 29, 1977, the Environ ental Report for the "idland Units is teing deferred en the basis of a reco rendation by your Staff. Discussions among representatives of our organizations indicated that the review cycle for the Environnental Report is sipificantly shorter than that for the FSAR, so that deferring subnittal of the Environnental Report is not likely to extend the total review period. Two other benefits vill flov frcn deferral of ER subnittal. First, later subnittal of the ER will permit rore cen-plete and later information to be included in the ER. This vill tend to minimize the necessity for amending the ER and vill thus simplify the review process.

Second, deferring the G submittal allows Censuncrs Power to spread its engineering peah loads and thereby do a core thorough job on both the SAR and the ER without increasing the size of its engineering staff. l We believe that the exenption requested herein is authorized by lav, and that l i
