OF A PUBLIC MEETING WITH SOUTHERN NUCLEAR OPERATING COMPANY ON AUGUST 22, 2019 The U.S. Nuclear Regulatory Commission (NRC) staff held a Category 1 public meeting with Southern Nuclear Operating Company (SNC) on August 22, 2019. The purpose of the meeting was to discuss issues related to licensing actions for Vogtle Units 3 and 4 (Docket Nos. 52-025 and 52-026, respectively).
The meeting notice can be found in Agencywide Documents Access and Management System (ADAMS) Accession No. ML19172A200. The meeting notice is also posted on the NRC public website. On August 22, 2019, staff from the NRC conducted a public meeting with representatives from SNC to discuss three topics:
* SNCs Draft Completion Plan for Uncompleted ITAAC 2.2.03.10
* SNCs LAR 19-008, RCP Speed Sensor Channel Calibration and Response Time Test Surveillance Requirement Changes
* SNCs Draft LAR, Removal of the Pre-Operational Passive Heat Removal Heat Exchanger Natural Circulation Test (LAR-19-0xx)
SNCs Draft Completion Plan for Uncompleted ITAAC 2.2.03.10 On August 19, 2019, SNC provided a draft completion plan for uncompleted ITAAC 2.2.03.10
[Index Number 206] related to the testing of remotely operated valves. With respect to loss of motive power testing for squib valves (item 12.b of the ITAAC), the draft completion plan stated that squib valves maintain their as-is position upon a loss of motive power, as power is required to ignite the explosive device which repositions the valve. As a result, the draft completion plan stated that no testing is required for the squib valves. During the meeting, the staff concurred with the licensee that the squib valve, a single use valve normally deenergized and which requires power to actuate, by design maintains its required position with loss of electrical power.
Additionally, the staff recommended that this statement in completion plan for ITAAC 206 be clarified to indicate that no loss of motive power testing of squib valves is performed for ITAAC 206, but that testing of the squib valve circuitry will be performed as required by ITAAC 209 and 212 using real or simulated signals in the Protection and Safety Monitoring System (PMS) and Diverse Actuation System (DAS), respectively, without stroking the valves. SNC indicated that this recommendation would be considered when finalizing the completion plan for ITAAC 206.
SNC LAR 19-008, RCP Speed Sensor Channel Calibration and Response Time Test Surveillance Requirement Changes During the meeting, the staff requested the licensee to place certain documents in its Electronic Reading Room (ERR). These documents included clarification responses to staff questions, documents to support the qualification of the RCP speed sensor and its preamplifier as Class 1E devices, and RCP speed trip setpoint calculations.
 
V. Hall                                      SNCs Draft LAR, Removal of the Pre-Operational Passive Heat Removal Heat Exchanger Natural Circulation Test (LAR-19-0XX)
Draft LAR 19-0XX proposes to remove ITAAC No. 175 (ITAAC 2.2.03.08b.01), stating that additional methods are available to show that the PRHR will perform its design and license base functions. These methods include completion of ITAAC in COL Appendix C, Table 2.2.3-4, and completion of the preoperational tests described in the Updated Final Safety Analysis Report Subsection 14.2.9.1.3, Items (e) and (g).
The staff indicated that the draft LAR 19-0XX did not convey that additional methods would cover testing to be performed under ITAAC No. 175. SNC said it will consider the staff comments before submitting the LAR for review.
At the conclusion of each topic, there was an opportunity for the public to provide comments and ask questions. There were no comments or questions from the public. A staff held a closed session to discuss proprietary matters associated with the three topics identified above.
