This refers to your letter of March 1,1985 and your meeting with the Director, Office of Inspection and Enforcement on May 8, 1985 in response to the Notice of Violation and Proposed Imposition of Civil Penalty, EA 84-104, sent to you with our letter of January 10, 1985. The violations were identified during a routine safeguards inspection conducted on August 12-16, 1984 of activities authorized by NRC License No. DPR-72, at the Crystal River 3 facility.
After giving carefai consideration to your response and the information presented during the meeting we have concluded for the reasons given in the enclosed Order Imposing Civil Monetary Penalty and its Appendix that no mitigation is warranted' for the proposed civil penalty.
In accordance with 10 CFR 2.790(d) and 10 CFR 73.21, safeguards information is exempt from public disclosure. Therefore, the Appendix to the enclosed Order will not be placed in NRC's Public Document Room.
The responses directed by this letter and the enclosed Notice are not subject to the clearance procedures of the Office of Management and Budget, issued under the Paperwork Reduction Act of 1980, PL 96-511.
