This letter is in response to your certified letters dated November 27, 1996 and January 6, 1997. In those letters you asked for information sufficient to answer several questions.

3 Fuel oil consumption for the auxiliary boilers during the year of 1995 amounted to 136,606 gallons. The maximum % sulfur content of the oil for the year of 1995 was .06%.

Your letter referenced correspondence dated October 23, 1996, in which you requested information regarding the design of six petroleum liquid tanks.

A submerge fill desion has been utilized on all of these tanks except one.

The 4000 gallon tank, located at our fire training facility does not currently employ a submerge filling design. A modification to fit this tank with a submerge fill pipe is scheduled for completion by June 1, 1997.

Your office will be notified when the modification has been completed.

With respect to your reference to Ohio EPA Engineering Guide #52, "CEMS INSTALLATIONS REQUIRED BY FEDERAL REGULATIONS," continuous emission monitoring is performed at four plant vents. These include Unit 1 Plant Vent, Unit 2 Plant Vent, Offgas Vent, and Turbine Building / Heater Bay Vent.

Each is monitored for radionuclides and flow as required by 10CFR61, Subpart I, Section 61.107 These four monitoring systems obtain a continuous isokinetic sample from the ventilation exhaust and route the sample through radiation detectors designed to measure particulate, iodine, and gaseous forms of radionuclides. A sample connection is also utilized to obtain grab samples for analysis in the lab. The ventilation exhaust is also continuously monitored for total flow and this value is utilized to determine the total radionuclide activity released.
