This memo is to document the information discussed with Louise Barton and yourself in regard to the porous condition of the 24" Fiberglas cooling l

tower overflow / blowdown line.

The cooling tower overflov/ blowdown line connects the cooling tower basin with the plant discharge structure. It was installed by Owens Corning Fiberglas during plant construction. The pipe is six feet below grade. i Portions of this pipe were inspected during the current plant outage. l 4

The inspection identified several locations where ground water was l

seeping into the pipe. A quarter inch long crack was observed at only one seepage location; there were no visible cracks or holes at other )

seepage locations, indicating that the pipe may be of a porous condition.

The maximum pressure in this line during plant operation is 4 psig.

Because the pipe depth is below the water table, the differential pressure between the outside and inside of the pipe is minimal. For this reason, significant.

No previous operational problems have been observed with this line and l none are expected in the upcoming cycle of plant operation. The line is scheduled to be refurbished during a plant outage in fall of 1997. At that time, it vill he fitted with a cured in place pipe structural liner.
