OF INFORMATION On October 6, 1972, a meeting was held in Bethesda with Connnonwealth Edison Company to discuss (1) plans for organizing information on Dresden 2 and 3 dockets (ref: ltr. to CEC dtd 7/18/72 and ltr. from CEC dtd 9/19/72) and (2) reporting of abnormal occurrences. Attending the meeting were:

J. Brentlinger, NARS Tom Tramm, CEC (assigned to B. Lee)

George Wagner, CEC (to be assigned ~o H. Hoyt)

The CE representatives agreed to develop a cumulative subject index to include all technical submittals including the SAR, amendments to.the SAR, technical specifications change applications, special operations reports and semiannual reports of modifications. The subject index will be based primarily on the SAR table of contents which_ will be_ expanded as necessary to .incorporate all relevant subject information by reference to document nu\llber, date and page thereof. The cumulative locater index will be revised semiannually and revised pages will be submitted' along with the semiannual report.. ' -

Regarding t~e contents of abnormal occurrence reports, CE plans to set up a review mechan,i$I,Tl. to_ assure that the discussions, especially of corrective actions, are complete arid that corrective actions at both Dresden Units and*

both Quad-Cities Units are discussed. (The Dresden plant superintendent can~ot discuss corrective actions at. Quad-Cities and visa versa and therefore a central review mechanism is necessary.)

The tentative plans.also call for*a central analysis of operating experience trends as part of the QA program. CE also has begun an error analysis pr_ogram.

The CE representatives stated that after an abnormal occurrence at one station, the nee,d for investigation. and corrective action at the other station is q.lways checked. CE agreed that whenever an abnormal occurrence involved the need for long term followup, the initial report would include a tentative date for submittal of 'the final report.

R. C. DeYoung, Assistant Director for PWR' s, L TURKEY POINT 3 - INITIAL CRITICALITY We were informed by our Region' II (Atlanta) Office that Turkey Point 3 achieved initi~l criticality at 10:03 p.m.

(EDT) on October 20, 1972. Our reactor inspector, who was at the site, reported that the f-pproach to criticality was conducted in a safe and orderly manner and that the reactor coolant boron concentration at criticality was in reasonably close agreement with the predicted value.
