DRESDEN, UNITS 2 AND 3, SUBSEQUENT LICENSE RENEWAL APPLICATION - PUBLIC MEETING

SUMMARY

OF PRE-SUBMITTAL MEETING (DOCKET NUMBERS: 50-237 and 50-249)

Dear Christopher Wilson:

By Subsequent License Renewal Applications|letter dated November 9, 2022]] (Agencywide Documents Access and Management System (ADAMS) ML22313A073), Constellation Energy Generation, LLC, (CEG or the applicant),

submitted a letter of intent to submit a subsequent license renewal application (SLRA) for Dresden Nuclear Power Station (DNPS or Dresden), Units 2 and 3.

On June 27, 2023, the U.S. Nuclear Regulatory Commission (NRC or the staff) held a public meeting with CEG to discuss the expected content for the safety review of the upcoming submittal of the SLRA for Dresden. The meeting notice and agenda dated June 27, 2023, is available at ML23178A033. The NRC staff also held a public meeting with CEG to discuss the safety review on June 28, 2023. The public meeting summary for that meeting can be found at ML23193A005.

The NRC staff began with a brief overview of the subsequent license renewal (SLR) process.

The process consists of two tracks: the environmental review and the safety review. For an application submission date of April 2024, the final licensing decision is to be determined pending the completion of the environmental review. For the Dresden SLRA, the NRC staff will incorporate process improvements and lessons learned from previous completed SLRA review projects (e.g., Surry SLRA review).

CEG began its presentation with general plant information of Dresden Units 2 and 3. The initial license renewal application was submitted on January 3, 2003, and approved on October 28, 2004. The Dresden Unit 2 current license expiration date is December 22, 2029, and it entered its initial period of extended operation (PEO) on December 22, 2009. The Dresden Unit 3 current license expiration date is January 12, 2031, and it entered the initial PEO on January 12, 2011.

CEG stated that the format and content of the Dresden SLRA is based on NUREG-1555, Supplement 1, Rev. 1 (2013), Environmental Standard Review Plan, NUREG-1437, Rev. 1 (2013), Generic Environmental Impact Statement for License Renewal of Nuclear Plants, and August 3, 2023

Regulatory Guide 4.2, Supplement 1, Revision 1 (2013), Preparation of Environmental Reports for Nuclear Power Plant License Renewal Applications.

CEG presented on its Severe Accident Mitigation Alternative (SAMA) analysis approach, which utilized [Nuclear Energy Institute] NEI 17-04, SAMA New and Significant Information Review, and included discussion of (a) the comprehensive consideration of 170 SAMAs and 35 required risk reduction quantifications, and (b) none of the SAMA reduced risk (probability weighted consequences of Dresden severe accidents) more than 50 percent, relative to new and significant information review. CEG noted that if approved, the subsequent PEO will extend to 2049 for Unit 2 and 2051 for Unit 3 and that there is no new and significant information, relative to the full SAMA analysis in its license renewal application (first license renewal).

The application for Dresden Units 2 and 3 is expected to have:

Clean Water Act (CWA) Section 401 Certification waiver issued by Illinois Environmental Protection Agency

No Coastal Zone Management Act (CZMA) implication because DNPS is outside the Illinois Coastal Management Program (ICMP) area

Two reasonable power replacement alternatives: (a) combination of natural gas combined cycle (NGCC), small modular reactor (SMR), and purchased power and (b)

NGCC, SMR, wind turbines with battery storage, solar panels with battery storage

Completion of the expansion of West Independent Spent Fuel Storage Installation (ISFSI) pad by 2023

No essential fish habitat (EFH) or EFH areas protected from fishing are within the vicinity of DNPS

No habitat areas of particular concern (HAPC) located within the 6-mile vicinity of DNPS CEG stated that it is utilizing lessons learned from previous CEG and industry license renewal projects for high quality application. This includes (a) its extensive and highly knowledgeable project team with significant SLR experience, (b) participation in industry working groups and meetings, (c) monitoring on-going applicant processes, (d) reviews of recent applicants RAIs, RCIs, and Supplements, and (e) an industry peer review of its SLRA.

During the information exchange portion of the meeting, the NRC staff determined that the information presented was clear and staff had no question for the applicant. Similarly, the applicant indicated that it has no further question for staff.

Constellation plans to submit the SLRA, including the ER, electronically via the NRC Electronic Information Exchange (EIE). CEG intends to utilize the Scientech eDocs portal to support NRC audit and review, for which the NRC staff will issue a portal-use letter to Constellation to disclose the conditions of use. Constellation indicated that DNPS SLRA is on track for April 17, 2024 submittal.
