Dear Mr. Parr:

Enclosed for review by NRC is the subject Pre-Service Inspection Plan for LaSalle County Station. This plan supercedes the submittal made in Reference (a) and addresses comments and guidance made by the NRC Staff in Reference (b).

Section 5.2.4 of the LaSalle County FSAR addresses the topic of inservice inspection. In addition, augmented inspection requirements have been committed in response to FSAR Questions 111.35, 111.49, 111.72 and 111.81. The Technical Specification commitment for inservice inspection of ASME Code Class 1, 2 and 3 components is delineated in Specification 3.4.8/4.4.8. Throughout the Pre-Service Plan that is enclosed, an asteri.sk is used to designate the augmented inspection requirements.

Commonwealth Edison will submit the In-Service Inspcction Program (ISI) along with the results of the Pre-Service Baseline Program in July 1979, which is six months prior to the LaSalle Unit 1 commercial service date. This approach is in conformance with tue applicable requirements of 10 CFR 50.55 and is considered necessary to allow for minor modifications to the ISI program to reflect the results of the pre-service baseline

inspection including possible changes to relief requests. The baseline results will also influence the ISI coverage schedule during the program's inspection interval. LaSalle Station procedures will identify the detailed ISI inspection schedule.

In this regard, the radiologically " hottest areas" will be inspected early in the inspection cycle.

One (1) original and thirty-nine (39) co'ioe of this letter plus forty (40) copies of the LaSalle County Pre-Service Inspection Plan are enclosed for your use. Included as part of the Plan are color-codeu piping and instrument diagrams which designate the code classification of the piping and components subject to inspection.
