SONGS & PALO VERDE - EARTHQUAKE FELT AT SEVERAL SITES DID NOT CAUSE DAMAGE ,

An earthquake of magnitude 7.0 occurred at approximately 2:47 a.m. PDT on October 16, 1999, at coordinates 34 degrees 35.73 minutes north,116 degrees 16.09 minutes west.

This location is approximately 32 miles north of Joshua Tree, Califomia. This information is from the U.S. Geological Survey Southern California Seismic Network. Per their procedures, personnel at the two facilities, Sari Onofre Nuclear Generating Station and Palo Verde, dolcared an unucual event. Inspections were carried out by licensee personnel and no damage was identified. Plant operations were not disrupted. The unusual event classifications were exited within an hour at both facilities.

At the facility closest to the epicenter, San Onofre Nuclear Generating Station, the resident inspector responded to the plant and walked down both Units 2 and 3 control boards, portions of both units secondary plants, and the Unit 3 tendon gallery (a tunnel around the bise of Unit 3 containment) and NSSS areas. No damage was indicated and no residual plant effects were observed. At the Palo Verde Station, the resident inspection staff verified with the licensee that no operational impact resulted from the disturbance.

The earthquake was also detected at Diablo Canyon Power Plant in Avila Beach, California, and as far away as Waterford Steam Electric Station in Taft, Louisiana. Similarly, no damage was identified at either of these facilities. The states of Califomia and Arizona were informed.

l l Region IV received notification of this occurrence by telephone from (1) Neil Scheuerlein at 3:08 PDT, and (2) Jim Blazick at 3:55 PDT. Region IV has informed EDO/NRR/PA.

This information has been discussed with the licensee and is current as of 9:30 a.m. CDT.
