l ENCLOSURE 1 NOTICE OF VIOLATION 1

i Southern California Edison Co. Docket Nos.: 50-361 l San Onofre Nuclear Generating Station 50-362 License Nos.: NPF-10 NPF-15 During an NRC inspection conducted on June 7 through July 11,1998, one violation of NRC requirements was identified. In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," NUREG-1600, the violation is listed below:

10 CFR Part 50, Appendix B, Criterion V, states, in part, that " Activities affecting quality shall be prescribed by documented instructions, procedures, or drawings of a type appropriate to the circumstances."

Contrary to the above, on March 31,1998, Abnormal Operating Instruction SO23-13-3, l

" Natural Disaster / Severe Weather," Temporary Change Notice 4-2, was not appropriate for the circumstances in that the procedure did not differentiate between various disaster or weather conditions, did not establish entry conditions for severe weather that were consistent with the weather classifications that were used by the National Weather Service, and did not prioritize or require accomplishment of actions within an appropriate time period. This resulted in operator uncertainty during implementation of the procedure when funnel clouds were sighted over the water near the facility on March 31,1998.

! This is a Severity Level IV violation (Supplement 1), applicable to Units 2 and 3 l (Violation 361; 362/98007-02).

The NRC has concluded that information regarding the reason for the violation, the corrective l

j actions taken and planned to correct the violation and prevent recurrence, and the date when l full compliance was achieved is already adequately addressed on the docket in this inspection l report. However, you are required to submit a written statement or explanation pursuant to l 10 CFR 2.201 if the description therein does not accurately reflect your corrective actions or l

l your position in that case, or if you choose to respond, clearly mark your response as a " Reply I to a Notice of Violation," and send it to the U.S. Nuclear Regulatory Commission, i ATTN: Document Control Desk, Washington, D.C. 20555 with a copy to the Regional l Administrator, Region IV,611 Ryan Plaza Drive, Suite 400, Arlington, Texas 76011, and a copy l' l to the NRC Resident inspector at the facility that is the subject of this Notice, within 30 days of l
